Leif Kalev is professor of state and citizenship theory at Tallinn University. His research interests include citizenship, democracy, the state as a political community, the modes of its governance, migration policy, globalisation and transnationalisation. In 2007-2012 he has been the director of the Tallinn University Institute of Political Science and Governance, 2012-2013 the deputy secretary general on public order and migration policy and 2013-15 the secretary general of the Estonian Ministry of the Interior.
